About
I am an economist and lawyer with 10+ years' experience across economic, regulatory and technology policy. Since 2023, I have helped shape the Australian Government's approach to AI, combining policy design, strategic engagement and hands-on implementation.
- co-led development of Australia's first whole-of-government AI policy and assurance framework, covering around 100 federal agencies and more than 150,000 staff
- led policy development and public consultation on proposed mandatory guardrails for high-risk AI, receiving more than 300 written submissions
- led development of the Australian Government's approach to AI infrastructure, including Action 1, “Build smart infrastructure”, in Australia's National AI Plan
I brief ministers and senior executives, build trusted relationships across government, industry, academia, think tanks and civil society, and translate technical issues into clear advice, policy action and practical delivery.

Mar 2025 – Present
- Lead national policy on AI capability in Australia, including development of Action 1, “Build smart infrastructure”, in Australia's National AI Plan.
- Lead the Australian Government's approach to AI infrastructure, including Expectations of data centres and AI developers and engagement across governments, industry, think tanks and civil society.
- Support engagement with leading international and domestic AI and data centre companies on capability and infrastructure issues.
Assistant Manager & Acting Manager, AI Governance — Department of Industry, Science & Resources
May 2024 – Mar 2025
- Led advice to government on AI safety and governance of high-risk AI during a formative period of Australian AI policy development.
- Led policy development and public consultation on proposed mandatory guardrails for high-risk AI, engaging stakeholders across industry, academia, civil society and the public.
- Represented the Department on a cross-government AI Technical Standards Working Group and commissioned AI safety research from the Gradient Institute and CSIRO's Data61.
Lead, Risk & Governance — AI in Government Taskforce
Aug 2023 – Jun 2024
Led a joint team with the Digital Transformation Agency to deliver:
- Australia's first national policy for the responsible use of AI in government, informed by workshops with government and civil society stakeholders.
- Requirements for agencies to appoint accountable AI officials and publish AI transparency statements.
- The Australian Government's first AI assurance framework, plus guidance on generative AI use and AI fundamentals training for the APS.
Assistant Director → Acting Director — Australian Treasury, Markets Group
Oct 2020 – May 2024
- Cyclone Reinsurance Pool: designed policy and legislation for a pool backed by a $10 billion guarantee, delivering premium relief to households in northern Australia.
- Payments System Reform: co-authored the first strategic plan for Australia's payments system and helped modernise oversight of $300 billion in daily non-cash payments.
- Managed three teams and received the Deputy Secretary's Award for Service Excellence in 2022.
Research Economist — Productivity Commission
Jan 2019 – Oct 2020
- Co-authored the Remote Area Tax Concessions and Payments review tabled in Parliament, including leading quantitative analysis of the cost-of-living impact of remoteness.
- Co-authored a report on Victoria's Commercial Land Use Zoning that has been cited in state and national productivity, competition and land use reform efforts.
Projects
AI Seminar Series
Delivered a self-initiated seminar series on AI developments and their policy implications for policy teams, senior executives and departmental town halls.
AI Summarisation Tool
Built a Python- and AI-based tool to summarise and query large document sets. Piloted it across multiple Treasury teams in 2023, then later oversaw AI summarisation for the 2024 consultation on mandatory AI guardrails.
Interactive AI Prototyping
Built a real-time choose-your-own-adventure application that generated narrated and illustrated stories, strengthening my hands-on understanding of user-facing AI applications.
